Mpume Dludla

Managing Director

Mpume is an alumnus of the former University of Natal (Durban), who was admitted as an Attorney of the High Court of South Africa in 1999. She is also an Affiliate Member of the Compliance Institute of Southern Africa, since 2008; and a member of the International Association of Privacy Professionals, since 2023.

She obtained her Master of Laws (in the Law of Contract) from the University of Pretoria, in 2021. Unafraid of traversing unfurrowed ground, and being passionate about excellence, the external examiner commended Mpume for contributing towards the development of, otherwise under-developed, jurisprudence on the critical role that a drafter, of a contract, plays in facilitating the enforcement of contractual parties’ common intention (in her dissertation).

Mpume’s career has taken her through both public and private sectors, as much as it has equally taken her through rendering inhouse legal advisory services as it has, in more recent years, also seen her being impactful in rendering inhouse compliance and governance services.

During her tenure at the South African Civil Aviation Authority (“the SACAA”), she was privileged to represent the Republic of South Africa in Legal Committee meetings of the International Civil Aviation Organisation, where she was even elected as a Deputy Chair of one such meeting. Her legislative drafting skills, regulatory enforcement, and stakeholder engagement skills were honed a little bit more during her years at the National Department of Land Affairs and SACAA.

During her tenure at Denel (Pty) Ltd, she oversaw the development and roll-out of the Group’s Compliance Manual, in line with recommended compliance practice.

Whilst heading the compliance function, at Santam Limited, she pioneered the implementation of a proactive compliance framework, which resulted in the implementation of a Competition Compliance Programme, amongst others. She constantly and extensively advocated for the regulatory interests of Santam’s and what was then referred to as the short-term insurance industry, both through the Legal, Compliance, and Micro-Insurance Committees of the South African Insurance Association (“the SAIA”) and directly with regulatory authorities as well as Parliamentary Committees. Her consistent contribution saw the SAIA recognise her as a Committee Member of the Year in 2010.

Most recently, whilst heading the Compliance Services Sub-Unit, at the Gautrain Management Agency, not only did she co-ordinate the negotiation and drafting of the Settlement Agreement that facilitated the settlement of all development contractual disputes between the Gauteng Provincial Government and Bombela Concession Company; and (yet again) pioneer the implementation of a proactive compliance framework. She, also, implemented innovative organisational campaigns that had the outcome of conscientizing the staff about their individual role in upholding the Gautrain’s good brand and sustainability; and poured herself into penning submissions aimed at minimising unintended consequences in draft legislation with an impact on either the Gautrain Rapid Rail Link or the Gautrain Management Agency.
